Japan gives Ghana $57m grant, for rehabilitation of N8 trunk road

Ghana has received a $57-million grant from Japan for the phase two rehabilitation of the N8 national trunk road.

An agreement to give meaning to the commitment on the part of Japan to provide the grant was signed after President Nana Addo Dankwa Akufo-Addo and the Japanese Prime Minister, Mr Shinzo Abe, had held bilateral talks in Tokyo yesterday.

President Akufo-Addo is in Japan for a three-day official visit.

A release issued from the Jubilee House in Accra yesterday, said Ghana’s Ambassador to Japan, Mr Frank Okyere, initialled the agreement for Ghana, while Japan’s Ambassador to Ghana, Mr Tsutomu Himeno, signed for Japan.

Project

Phase two of the N8 trunk road project comprises the road network from Yamoransa to Assin Praso in the Central Region and the Bekwai-Anhwia Nkwanta-Kumasi road in the Ashanti Region.

Speaking after the signing of the agreement, President Akufo-Addo stated that the rehabilitation of the N8 trunk road “will go a long way to facilitate the movement of goods and people, as well as open up that area of the country for development.”

In 1994, Japan completed the construction of the national trunk road N8, covering 176 km, through an official development assistance (ODA) loan to Ghana.

However, the rapid increase in traffic volumes resulted in the deterioration of some sections of the road.

As a result, the government requested for assistance from Japan to rehabilitate the southern section of the road.

Commending President Akufo-Addo for his Ghana Beyond Aid vision, Prime Minister Abe reaffirmed Japan’s continued support for Ghana’s efforts at socioeconomic development in the areas of quality infrastructure development, strengthening of the foundation for industrial development, including agriculture, health and human resource development.

“Ghana holds a strategically important position in the West Africa growth ring corridor development to enhance connectivity and promote economic activities in the sub-region,” he said.

In a joint press statement released after the bilateral talks, “the two leaders reaffirmed the importance of promoting resilient health systems towards the achievement of universal health coverage (UHC) as a prerequisite for Ghana’s human security and growth and expressed their intention to discuss the issue as one of the focused areas at the Tokyo International Conference on African Development (TICAD) 7”.

They reconfirmed their commitment to the goal of the international community for North Korea’s complete, verifiable and irreversible dismantling of all weapons of mass destruction (WMD) and ballistic missiles of all ranges, in accordance with the relevant United Nations Security Council resolutions (UNSCRs), and called on North Korea to take concrete actions towards the aforementioned goal.

The two leaders also reaffirmed the importance of a comprehensive reform of the United Nations Security Council, including the expansion of both the permanent and non-permanent categories of its membership, in order to make it more legitimate, effective and representative in order to reflect the realities of the international community in the 21st century.

President Akufo-Addo also expressed his sincere gratitude to Prime Minister Abe for the recent signing of the exchange of notes for the project for addressing malnutrition in the Ashanti and the Northern regions and also for Japan’s support for human resource development and skills transfer in Ghana.

Prime Minister Abe expressed his support for the adequate reflection of the African common position, as set out in the Ezulwini Consensus.
