World Bank supports poverty reduction programme

The World Bank is to finance the registration of extremely poor people in the three northern regions onto the Ghana National Household Registry (GNHR) at the cost of $9 million.

More than 2.2 million people are expected to be registered under the programme when it starts in May this year in the Upper East Region.

The National Co-ordinator of the Ghana Social Opportunities Project (GSOP), Mr Robert Austin, made this known during Ghana’s side event to showcase the country’s achievements in social protection at the 54th session of the United Nations Commission on Social Development (CSocD54) in New York.

He said for Ghana, the GNHR had been identified as the fastest means to achieve the UN Sustainable Development Goals (SDGs) by 2030.

Speaking on “The Role of the Ghana National Household Registry (single registry) Database in Consolidating Social Protection in Ghana: Opportunities for Flagship Programmes,” Mr Austin explained that the nationwide database of households  would be comprehensive to cover  2.2 million extremely poor people nationwide.

The GNHR is expected to introduce a more objective instrument for targeting the vulnerable, as well as provide a quick and efficient identification of the poor and vulnerable who would be scaled onto social protection programmes.

It is also expected to increase transparency and accountability, reduce undesirable duplication, as well as provide an easy transition of beneficiaries between social protection schemes.

Mr Austin was hopeful that the success of the registration exercise in the three northern regions would encourage the government and other development partners to fund the extension of the programme to the seven other regions.

He said after the completion of the exercise, the registry would be accessible to all, especially agencies, organisations and individuals who would like to identify vulnerable people to support.

GNHR

The GNHR, which was launched in October last year, is a single household register which the Ministry of Gender, Children and Social Protection has initiated to establish a database of households from which all social protection programmes in the country would select their respective beneficiaries.
