Adentan Assembly signs public/private partnership contracts

The Adentan Municipal Assembly has signed a transaction advisory contract with two entities to facilitate its public/private partnership (PPP) initiatives.

By the terms of the contract, Messrs Kwame and Asante Associates and Messrs Delloite and Touche will offer technical advice in all the PPP processes, including wooing potential investors for the assembly.

A brief ceremony was held at the assembly’s head office in Accra yesterday to officially sign the terms of the contract.

Signing

The Adentan Municipal Chief Executive (MCE), Mr Benjamin Baroson Angenu, signed on behalf of the assembly, while Mr Albert Hammond Essiful initialled for Kwame Asante and Associates, with Mr Felix Nana Sackey signing for Delloite and Touche.

Present at the ceremony were chiefs, opinion leaders, assembly members and some unit heads of the assembly.

The projects

Speaking at the event, Mr Angenu said the contract would be of immense benefit to the assembly, since it would ensure that due diligence was done in its PPP initiatives.

He said the initiatives were centred on three key projects — the transformation of the lorry park into a modern terminal, the construction of a modern market and the establishment of a recreational centre at Ashalley Botwe.

“Adentan is an elite municipality and so we need to put in place the right facilities to merit that status,” he said.

Embrace PPP

He observed that resource constraints on the central government required that local assemblies embraced the PPP concept which, he said, brought a lot of transparency into the development process.

For their part, the representatives of the two entities assured the assembly that they would adhere to strict feasibility studies, tender and procurement processes to ensure that quality service was delivered.

Mr Essiful urged the unit heads of the assembly to cooperate with the companies, saying the companies would always rely on the unit heads when the need arose.

Mr Sackey said the contractual agreement would be an avenue to build the capacity of the human resource of the assembly.
