TUSAAG to resume indefinite strike July 20 - Over unpaid allowances

The Technical University Senior Administrators' Association of Ghana (TUSAAG) has said it will resume its suspended indefinite strike on Monday, July 20, 2026 following the government's failure to pay a one-time research allowance and fully implement a negotiated interim allowance agreement.

The association said the decision was taken at a National Council meeting held on July 9, 2026, after what it described as prolonged delays in fulfilling commitments made by the government.

A statement dated July 13, 2026, addressed to the Minister of Education, TUSAAG said it was left with no option but to resume the industrial action it suspended on December 22, 2025, following the minister's intervention.

The statement signed by the National President of TUSAAG, Stanley Akamiri Abopaam and the General Secretary, Jeremiah Awini, was copied to the Ministers of Finance and Employment and Labour Relations, the Ghana Tertiary Education Commission (GTEC), Fair Wages and Salaries Commission (FWSC), the National Labour Commission (NLC) and the Vice-Chancellors, Ghana (VCG).

TUSAAG said the indefinite strike would continue until the outstanding research allowance was paid and its concerns regarding the implementation of the interim allowance agreement were addressed.

It said the Minister of Education had assured the association’s leadership in December 2025 that the outstanding one-time research allowance would be paid on or before March 30, 2026.

It said that after the deadline elapsed without payment, another meeting was held on March 31, 2026, during which the minister requested an extension until the end of April to facilitate payment.


TUSAAG said it accepted the request in good faith and in the interests of safeguarding academic and administrative activities in the technical universities, and postponed the resumption of the strike.

However, it pointed out that as of July 13, 2026, the allowance remained unpaid, with no indication of when payment would be made.

The association said it had observed "a seeming lack of urgency" among the relevant stakeholders to resolve the matter.

Allowance concerns

TUSAAG also expressed dissatisfaction with the implementation of an interim allowance agreement reached with the FWSC.

It explained that on April 22, 2026, the association and the Ghana Association of University Administrators (GAUA) signed an agreement with the FWSC to consolidate the existing Market Premium and Non-Basic Allowance and increase the combined amount by 40 per cent.

The agreement stipulated that the new arrangement would take effect from April 1, 2026, pending the conclusion of negotiations on their Conditions of Service.

However, the association said a subsequent directive from the Ministry of Finance changed the implementation date to July 1, 2026, without providing any explanation.

It said the unilateral variation of the effective date was inconsistent with the agreement reached by the negotiating parties.
