The Egyptian government has signed a cooperation protocol with the international Right to Dream Academy to launch a national program to discover and nurture football talent.
The agreement provides for the establishment of a nationwide network of regional development centers, the Cabinet said in a statement on Tuesday.
Prime Minister Mostafa Madbouly witnessed the signing of the agreement between Minister of Youth and Sports Gohar Nabil and Chairman of Right to Dream Sir Mohamed Mansour.
The initiative comes in implementation of directives issued by President Abdel Fattah El-Sisi at the Egypt Forum 2026 to establish a national system for identifying and developing promising football players.
Talent Discovery
Nabil said the partnership reflects the ministry's commitment to establishing an integrated national system for discovering and supporting football talent in line with the latest international standards.
He added that the initiative seeks to expand talent scouting across Egypt's governorates, giving young Egyptians opportunities to showcase their abilities and reach international sporting and professional levels.

The project will rely on a nationwide network of impartial talent scouts, working in cooperation with an international institution with extensive experience in identifying and developing young players, Nabil said.
It will also promote an integrated approach to sports training and education, with the aim of preparing a new generation of athletes capable of representing Egypt in international competitions, he added.
He affirmed that the ministry would provide the facilities and resources needed to implement the initiative and achieve its objectives.
Regional Centers
For his part, Mansour said the partnership aims to establish five regional development centers covering various parts of the country, in cooperation with the Egyptian government through the Ministry of Youth and Sports.
The centers will be designed as integrated facilities featuring football pitches, fitness halls, classrooms and educational facilities, medical services and accommodation. They will begin operating in phases.
Beyond the centers, the initiative will include a nationwide talent identification program based on unified standards for assessing, selecting and documenting promising players.
Scouting activities will extend to schools, public sports grounds and local competitions, linking pitches, talent scouts and development centers within a unified system and broadening opportunities for young players across the governorates.
Sports and Education
Players enrolled in the centers will also receive accredited academic education in coordination with the Ministry of Education, allowing them to combine their studies with intensive sports training in an integrated, full-day environment.
The development pathway will begin at an early age and extend to opportunities for professional careers in Egypt and abroad.
Under the partnership, Right to Dream will oversee the project's technical and sporting aspects, including talent identification, selection, training, assessment and professional career development.
The Ministry of Youth and Sports will provide and equip the facilities, handle their administrative and logistical operations, and ensure the delivery of accredited education at the centers.
A joint coordination committee will be established to monitor implementation, while the two sides are expected to work toward signing the project's final agreement in the coming months.
