The meeting, which was for the first time held in an open place at Asesewa, enabled the general public to ask many questions including one on abandoned development projects.

Organised by the assembly in partnership with Youth for Women Empowerment (YOWE), a non-government organisation that seeks to promote good governance, the assembly meeting was sponsored by STAR-Ghana under the Gender and Social Inclusive (MESI) project on promoting inclusive and participatory governance at the local level.

Local governance participation

The Director of YOWE, Mr Emmanuel Nuertey Siakwa, said the organisation had identified that most often there were groups of people who were excluded in the decision-making process.
YOWE, therefore, wanted such groups to be heard as the assembly meeting was one of the avenues through which the people would observe and participate in local governance.

Internally Generated Fund

Addressing the assembly, the District Chief Executive (DCE), Mr Felix Nartey Odjao, said as of July 31, 2017, the assembly had collected an amount of GH¢225,785.72 out of the yearly projection of GH¢433,940.00, representing 57.62 per cent.

He said to improve revenue generation to meet the assembly’s expenses, the management had put in a number of measures which included quarterly meetings between the DCE and revenue collectors, introduction of new sources of revenue, reorganisation of the Asesewa Market to facilitate the collection of revenue, assessment and bonding of revenue collectors and tax education.

He said the assembly’s share of the District Assembly’s Common Fund for 2017 fiscal year was GH¢3,633.021.18 and a supplementary budget had been prepared in accordance with guidelines for the utilisation of the fund.

He thanked the assembly members for his endorsement as the DCE.

Job Creation

Mr Odjao said the implementation of one district, one factory project was on course in the district.

He added that a business plan had been prepared and approved for the factory to be located at Sekesua-Takorase Zone estimated to create over 100 jobs.

The MP, Mr Joseph Tetteh who is also the Deputy Eastern Regional Minister, assured the people that he had also lobbied for MTN telecommunication masts to be erected at Akateng, Mensa-Dawa, and Sekesua by the first quarter of 2018.

The Presiding Member of the assembly, Mr Evans Tettey Korli, called on the local government to organise capacity building workshop for both elected and appointed assembly members to enable them to function as core actors in the decentralisation process.
