A release by Minister of Local Government and Rural Development, Hajia Alima Mahama, announced the nomination by the president and said he had done so in accordance with Article 243(1) of the 1992 Constitution and Section 20(1) of the Local Governance Act, Act 936.

The release asked the Greater Accra Regional Minister, Ismael Ashitey to liaise with the Regional Electoral Commission to conduct the confirmation process of the nominated Chief Executive.

Rev. Kotey-Nikoi is described by his close associates as an affable team player who rose through the ranks of the party which he joined as foundation member of the Kufuor Fan Club in 1994.

He became the constituency treasurer in 2009 and vice chairman in 2013, and eventually elected chairman in 2018 to take over from lawyer Frank Davies.

Rev. Kotey-Nikoi is credited with playing very instrumental roles in the 2016 constituency elections which saw the NPP wrestle the constituency seat from the stranglehold of the National Democratic Congress.
