Govt asked to review cap on IGFs

The Chief Executive Officer of Cape Coast Teaching Hospital, Dr Daniel Asare, has called on the government to review the Cap Regime for internally generated funds (IGFs).

“The hospital is not a profit-making entity, therefore, every money made is needed for its development,” he said.

The CEO, who was addressing the Parliamentary Committee on Health during a working visit to the hospital, said the government should institute measures to stop the capping as the funds are needed to improve services provided by the hospital.

Dr Asare asked the management of the National Health Insurance Authority (NHIA) to reimburse the hospital fully rather than the across board 90 per cent payment since 2014.

He disclosed that the management had been withholding 10 per cent of their payment without any just cause.

The Chairman of the Committee, Dr Kwabena Twum-Nuamah, explained that the capping was done to resource deprived areas, but the committee would ensure this was not done at the expense of other hospitals.

“The committee will take the matter to Parliament and ensure that the capping system will be reviewed,” he said.

He assured the hospital that the Ministry of Health would assist them in claiming their money from the management of the NHIA.

Encroached lands

In a related development, Dr Asare expressed concern over the encroachment of the hospital land.

He said the land needed a wall to ward off people from encroaching on it.
