Mandatory health declaration for all travellers to India as Ebola threat triggers screening system

India has introduced an upgraded contactless passenger health screening system in response to the ongoing Ebola virus disease outbreak in parts of Africa, requiring all international travellers to complete an online self-declaration form before arrival.

The Ministry of Civil Aviation, in collaboration with the Directorate General of Health Services and the Ministry of Health & Family Welfare, launched the AIR SUVIDHA 2.0 Portal on June 25, 2026, to strengthen public health surveillance at Points of Entry across the country.

The development follows the World Health Organisation's declaration of the Ebola/Bundibugyo virus disease outbreak in the Democratic Republic of the Congo and Uganda as a Public Health Emergency of International Concern on May 17, 2026, under the International Health Regulations 2005. 

The current outbreak has been confirmed as Bundibugyo virus disease (BVD), and neighbouring countries, including South Sudan, have been assessed as high-risk for transmission.

The portal enables international arriving passengers to submit a mandatory online Health Self-Declaration, covering travel history over the past 21 days, exposure history, and related symptoms, prior to immigration clearance. 

The system allows real-time data sharing with Airport Health Officers, the Bureau of Immigration, the Integrated Disease Surveillance Programme, and State Surveillance Officers, facilitating the swift identification and referral of at-risk travellers while maintaining a seamless and contactless arrival experience with no physical forms to fill on landing.

Passengers are requested to complete the self-declaration form 24 hours in advance before arrival in India, ideally during web check-in or before boarding the flight. The completed form can be downloaded and presented at the International Travel Health Desk or Immigration counter for swift clearance.

Developed in collaboration with Delhi International Airport Limited, the upgraded portal builds on the original AIR SUVIDHA platform, which was introduced during the COVID-19 pandemic to facilitate passenger health screening. 

The system is part of India's broader efforts to strengthen public health surveillance and prevent the importation of infectious diseases following the WHO's declaration of a Public Health Emergency of International Concern.

All international travellers have been requested to complete their self-declaration accurately and in advance in the interest of passenger safety and public health. The portal can be accessed at https://airsuvidha.civilaviation.gov.in/.
