Perform or go home - Energy Minister warns CEOs, MDs, board

Chief executive officers (CEOs), managing directors and board chairs of the various agencies and institutions under the energy sector whose performance falls short of the expected level of delivery will suffer swift and ruthless consequences, the Minister of Energy and Green Transition, Dr John Abdulai Jinapor, has warned.

“There will be no protection for non-performance,” he added.

Dr Jinapor sounded the caution at the opening of the 2026 Energy Sector Performance Review Retreat in Ho last Thursday.

About 100 CEOs, board chairs and members, managing directors and other executives from the various agencies and institutions under the ministry turned up for the two-day retreat meant to reflect on the progress of the sectors performance last year, and plan for the future with clear strategies for power generation, transmission and distribution.

The retreat was also meant to look into the petroleum sector’s development, renewable energy and improve accountability in those areas.

Delivery

Dr Jinapor said the country’s development priorities required a shift from the culture of excuses, delays and endless meetings without results.

“Ghanaians expect delivery, and this government expects delivery, and we cannot continue to explain why things cannot be done,” he added.

He said the drive for delivery must not come at the expense of compliance with the law.

In that vein, he explained that the procurement process must be transparent, competitive, accountable and fully compliant with the applicable laws and regulations.

“We must follow due process, obtain the necessary approvals, properly document our decisions, and ensure that public resources are used properly,” he told the retreat’s participants.

Dr Jinapor said the government had continued to invest heavily in the energy sector, and recently procured more than 2,000 transformers to strengthen distribution, improve reliability and support the growing demand for power.

Further, he said, the government also invested significantly in the transmission system, with several projects ongoing in the country.

Although those were important developments, Dr Jinapor said, progress did not mean the work was complete.

“We must continue to address transmission infrastructure, distribution efficiency, project financing and the other outstanding programmes in the sector,” he added.

The sector minister said in the petroleum sector, Ghana had turned challenges into opportunities, citing the Tema Oil Refinery and Sentuo Oil Refinery which were back in business refining crude oil.

“In the midst of the global petroleum market, Ghana had not experienced a major disruption in the supply of petroleum products,” he added.

Dr Jinapor gave an assurance that the government would continue to take the appropriate steps to ensure that citizens were not unduly burdened by developments in the global energy market.

Sustainable energy

To accelerate the transition towards cleaner and more sustainable energy, Dr Jinapor said the priorities included expanding solar and other renewable energy projects, completing the 35 mini-grids, expanding solar home systems and net-metering, promoting clean cooking initiatives and advancing the Ghana Nuclear Power Programme.

“We must strengthen the power system, improve transmission and distribution, expand access to electricity and ensure that additional generation capacity is delivered in line with the growing demand,” he said.

Earlier, the Chief Director of the Ministry of Energy and Green Transition, Solomon Adjetey Sowah, highlighted the importance of coordination among the various institutions of the energy sector, saying the effectiveness of one institution could have a direct bearing on the performance of another.

“We must, therefore, continue to strengthen collaboration and information-sharing across the ministry and its agencies.
