DCEs are chiefs, MPs are servants: Ahmed Ibrahim promises to end power struggles between MPs and DCEs

The Minister Designate for Local Government, Chieftaincy, and Religious Affairs, Ahmed Ibrahim has pledged to end the persistent tensions between Members of Parliament (MPs) and Metropolitan, Municipal, and District Chief Executives (MMDCs).

 During his vetting before Parliament’s Appointments Committee on Tuesday, 21 January 2025, Mr Ibrahim emphasised the need for mutual respect and collaboration between the two groups.

“There is always this tough war between MMDCs and MPs. Even political parties have had to intervene to stop MMDCs with parliamentary ambitions from destabilising sitting MPs,” he remarked.

Drawing from his 17 years as an MP and 12 years as a deputy whip, Mr Ibrahim shared advice he received from NDC Chairman Johnson Asiedu Nketia: “Ahmed, when you become an MP, don’t look at what the DCEs are getting. They are chiefs; they are treated like kings. You are a servant. Focus on your MP duties, and you will go far.”

He explained that these conflicts often arise when both sides fail to respect their distinct roles. To address this, he proposed regular meetings to clarify job descriptions and foster cooperation.

“As a minister, I will not allow any DCE to disrespect an MP, and MPs must also respect DCEs. When everyone focuses on their jurisdiction, there will be peace,” he assured the Committee.

Mr Ibrahim also criticised acts of sabotage, including DCEs withholding MPs’ common funds and MPs interfering in DCE operations. “DCEs who sabotaged their MPs in the last elections lost. It’s not about sabotaging others, it’s about doing your work,” he emphasised.

He further outlined plans for structural realignment within the ministry, which will involve merging three ministries into one. Coordinators will oversee various departments under the new structure. “This is about effective supervision and ethical governance. I believe we can achieve it,” he said confidently.
