Fire safety at the Central Medical Stores; Who is responsible?

Over GH237 million  worth of essential medicines, non- drug consumables and medical equipment were destroyed by fire at the Central Medical Stores in Tema recently. The figure excludes the cost of damage to the physical structure (which I learnt cannot be used as a warehouse anymore) the time and resources that went into putting out the fire. This is a huge cost to the state.

The interim report prepared by the Ghana National Fire Service has indicated that the facility has no fire certificate and lacks basic fire fighting equipment. 

Now the question is, how come such a facility has no fire certificate and lacks basic fire fighting equipment, let alone fire detecting systems and alarms?  I strongly believe that even the staff managing the facility have no basic training in fire safety.
