President submits list of staffers to Parliament

The Office of the President had 678 employees, including Ministers of State, washermen and sanitary labourers, in 2013.

According to a report released to Parliament yesterday on the staffing position of the Office of the President for the period January 1, 2013 to December 31, 2013, the office had five Ministers of State, 24 presidential staffers and  aides, 418 public and civil servants and 260 “other staff [members] on attachment”.

The report, dated January 28, 2014, was signed by President John Dramani Mahama.

It was released to Parliament pursuant to Section 11 of the Presidential Office Act, 1993 (Act 463), which requires the President to submit annually a report on the staffing position of the Office of the President for the attention of Parliament.

Ministers of State

The report named the Ministers of State in the Presidency as Maj Dr Mustapha Ahmed (retd), Mr Alhassan Azong, Mrs Comfort Doyoe Cudjoe-Ghansah, Mr Fifi Kwetey, and Mr Abdul Rashid Pelpuo.

Presidential Staffers

The Presidential Staffers and aides were: Mr Prosper D.K. Bani, Chief of Staff; Dr Raymond Atuguba, Executive Secretary to the President; Mr Roger Angsomwine, Secretary to the Cabinet; Dr Sulley Gariba, Senior Presidential Advisor; Mr Paul Victor Obeng, Senior Presidential Advisor; Alhaji Issifu Baba Braimah Kamara, Senior Presidential Advisor; Dr Cadman Dufu Atta Mills, Senior Presidential Advisor; Mr William Kwasi Aboah, National Security Advisor; Dr Valerie Sawyerr, Deputy Chief of Staff; Dr Nii Moi Thompson, Presidential Advisor; Brig Gen Joseph Nunoo Mensah, Co-ordinator, Human Security Project, and Commodore Steve Obimpeh (retd), Presidential Staffer.

The rest were Mr Kwesi S. Baffoe-Bonnie, Presidential Staffer; Ms Emelia Arthur, Presidential Staffer; Dr Michael Kpessa Whyte, Presidential Staffer; Dr Clement Abass Apaak, Presidential Staffer; Mr James Agyenim-Boateng, Presidential Staffer; Mr Kweku Tsen Mensah, Presidential Staffer; Mr Kwabena Owusu Akyeampong, Presidential Staffer; Mr Kale Cesario, Presidential Staffer; Stanislav Xoese Dogbe, Presidential Aide; Vincent Senam Kuagbenu, Presidential Aide; Mr Sandow Seidu Kpebu, Presidential Aide, and Kofi Ofori, Presidential Aide.

Breakdown of civil /public service staff at the Office of the President

The office had one chief director, 20 staff members in the administrative class, 15 in the personnel, executive and clerical class, eight in the records staff class and one in the information services class.

There was one computer programmer, 33 secretarial staff members, two principal budget analysts, 12 procurement and supply chain personnel, six investigators and two personnel at the Protocol Unit. Presidential household staff alone were 316.

With regard to other staff members on attachment, the office had 86 from the Department of Parks and Gardens, 37 from the Ghana Health Service, 19 from the Controller and Accountant General’s Department, 11 from the Audit Service, 27 from the Ghana National Fire Service, 77 from the Public Works Department and three from the Ghana Postal Company.

Breakdown of household staff

There were two employees in the Castle Library and two receptionists. The office had a total of 43 catering staff member posted to the Castle, the Flagstaff House, the Peduase Lodge, the Independence Square and the guest houses.

The number of staff at the mechanical workshop were 16, all based at the State House Workshop, while the number of artisans were 18, comprising plumbers, carpenters, electricians, masons and painters.

There were 51 drivers attached to various units of the office while seven messengers ran errands during the period.

The office had two seamstresses – one at the Castle and one at the State House. The caretakers were two.

The Presidency had eight washermen, seven gardeners, 12 night-watchmen assigned to the State House, the Independence Square, the Peduase Lodge and the guest houses. It also had 22 sanitary labourers and 85 cleaners based at the Flagstaff House, the Castle, the Peduase Lodge and the guest houses.
