President must clear air on use of Heritage Fund - Minority
The Minority Caucus in Parliament has called on President Nana Addo Dankwa Akufo-Addo to clarify the true position of his government on the issue of the supposed decision to use the Heritage Fund to fund the free senior high school (SHS) policy.

“The Minority wants him (the President) to tell Ghanaians whether his government will use or not use the Heritage Fund for the SHS education,” a statement signed by the Deputy Minority Leader, Mr James Kluste Avedzi, said
The statement said the Senior Minister, Mr Yaw Osafo-Maafo, early this week was reported to have said on authority that the government of the New Patriotic Party (NPP) would use the Heritage Fund established under section 10 of the Petroleum Revenue Management Act of 2011 Act 815 to fund its campaign promise of free senior high school secondary education.
It said the Minority in Parliament on February 16, 2017 had a press conference to show their disapproval of the position of the government to use the Heritage Fund for free SHSeducation.
The statement said immediately after the Minority members’ press conference, the Finance Minister granted a media interview to indicate that the government would not use the
Heritage Fund under the Petroleum Management Act to fund SHS education promised by the NPP.
“The statements of these top two ministers clearly shows that there is total confusion in the new administration as to how their campaign promises will be funded. It is therefore not clear which of these two top ministers of the NPP government is speaking the truth.
“The role conflict that the Minority members of parliament warned against during the ministerial vetting is now evident,” it said.
