An economist and development finance expert, Professor Peter Quartey, has been elected Chairman of the Public Interest and Accountability Committee (PIAC), at a time when effective oversight of the nation’s petroleum revenue remains critical to ensuring that oil wealth delivers sustainable benefits.
He is the third representative of the Ghana Academy of Arts and Sciences (GAAS) to be elected chairperson of PIAC.
Prof Quartey, who represents the Ghana Academy of Arts and Sciences (GAAS), was elected by members of the committee on November 3, 2026, for a one-year term.
He succeeds Richard Ellimah, whose tenure as chair ended in October, 2026.
Prof. Quartey’s election comes alongside the reconstitution of the committee, following the expiration of the tenure of some members and the swearing-in of new representatives nominated by their respective institutions.
The changes are expected to strengthen the committee's oversight role, particularly in promoting transparency and accountability in the management and utilisation of petroleum revenue.
At the same meeting, Samuel Bekoe, representing CSOs, was elected Vice-Chair, also for a one-year term.
About Prof. Quartey
Prof. Quartey was also sworn in for another two-year term as a PIAC member following his renomination by GAAS.
He brings on board more than 22 years of experience in economics, finance, private sector development, monetary and digital finance to the leadership of the committee.
The chairman holds a PhD in Development Economics from the University of Manchester and an MSc in Quantitative Development Economics from the University of Warwick, both in the UK.
He also holds an MPhil and a BA in Economics from the University of Ghana.
Prof. Quartey’s professional experience includes strategic leadership, institutional governance, research and policy development, as well as other senior academic and board positions.
Reconstitution of membership
The reconstitution of PIAC has six new representatives following the expiration of the tenure of their predecessors.
They are Mama Agumekosua V, representing Queen Mothers Association of Ghana; Dr Edmund Adinkra-Darko of the Trades Union Congress (TUC); Alhaji Abdul Majeed Saeed, representing Muslim Groups; and Rev. Johoiada Godwin Amuzu, representing Christian Groups.
The others are Daniel Kissi, representing the Association of Ghana Industries/Ghana National Chamber of Commerce and Industry; and Kyei Yamoah, representing Civil Society and Community-Based Organisations.
The new members were sworn into office on November 3, 2026, by the Director of Legal at the Ministry of Finance, Evelyn Amerley Nuno-Amarteifio.
Congratulations
PIAC congratulated Prof. Quartey and Mr Bekoe on their election.
The committee also welcomed the newly sworn-in members, and expressed confidence that their contributions would strengthen the committee's mandate.
