The Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, has reiterated the government’s commitment to delivering affordable housing for Ghanaians, emphasising that housing remains a top national priority.
Speaking to the media on Wednesday, April 15, 2026, after an inspection tour of projects being undertaken by TDC Ghana Ltd in Tema and Kpone, Mr Adjei said the ministry was determined to increase the availability and affordability of places of abode across the country.
He noted that the administration of President John Dramani Mahama was working tirelessly to provide sustainable housing solutions to address the nation’s housing deficit.
The minister commended TDC for the significant progress made on the new 800 two-bedroom housing units under Phase Four of the Kpone Affordable Housing Project, which was expected to be completed by September, this year.
Construction, which began in 2025, has reached advanced stages, with many of the buildings currently at roofing, plastering and painting levels.
He said the units, mostly two-bedroom apartments fitted with modern facilities, were designed to be affordable for public sector workers, including teachers, nurses and security personnel.
Mr Adjei further disclosed that an additional 120 housing units were planned under the next phase to bring the total number of units to over 1,000 by the end of the year.
Already, Phases One to Three of the project, executed previously have delivered 1,000 housing units.
Describing the initiative as “truly affordable,” the minister encouraged Ghanaians, particularly public sector workers, to take advantage of the opportunity.
Tour
The minister, accompanied by the Chief Director of the Ministry, Irene Messiba, together with TDC Management, toured some key project sites to assess progress of work and ongoing redevelopment within the acquisition area, including Community 1, Site 3, Kaizer Flats, Community 4 and Community 26 Kpone Affordable Housing Project.
During the tour, Mr Adjei also inspected a proposed TDC multi purpose event centre in Tema. He explained that the facility would serve multiple purposes, hosting official meetings during weekdays and social events such as weddings on weekends.
The centre would also be available for public use through rentals. Construction was expected to begin in May and be completed by the end of the year.
At the Kaizer Flats, the minister expressed concern over the unsafe living conditions and directed TDC to formally notify tenants about the risks.
He warned that residents who refused to relocate must sign a disclaimer indicating they were staying at their own risk,.
He emphasised that the government could not be held responsible should any disaster occur if residents ignored the alternative accommodation offer within the Affordable Housing Project area,
He also toured the Community One Site Three in- filling project site where an additional two 15-storey apartments blocks were earmarked for construction.
Zero tolerance for delays
Meanwhile, the Managing Director of TDC Ghana Ltd, Courage Makafui Nunekpeku, has issued a strong warning to contractors under the Kpone Affordable Housing Project, threatening contract termination for non-performance.
He criticised one contractor responsible for 10 blocks for falling significantly behind schedule despite receiving payments.
"This contractor is responsible for 10 blocks, yet the level of work is clearly below expectation.
Across the community, others are making visible progress, but this particular site tells a different story,” he stated.
He said TDC had consistently met its financial commitments, making payments promptly upon certification of work done, adding that “We have not defaulted in payments.
The records are clear, so there is no justification for the lack of progress,” he stressed.
Mr Nunekpeku said TDC was prepared to enforce contractual provisions, including termination, to ensure timely delivery of the project.
