The government has planned to allocate funds in the 2027 Budget to implement a permanent solution to flooding issues in Accra and other flood-prone areas across Ghana, the Minister of Finance, Dr Cassiel Ato Forson, has said.
Dr Forson said this in Parliament on Thursday, July 23, 2026, while presenting the 2026 Mid-Year Fiscal Policy Review.
He said President John Dramani Mahama had directed the Ministry of Housing and Water Resources to prepare a long-term plan to address the country's recurring flood problem.
"The necessary funding for the implementation of this permanent solution will be provided in the 2027 Budget," he said.
The announcement comes after floods last month claimed lives, displaced families, destroyed businesses and damaged public infrastructure in parts of the country.
Dr Forson said the government responded by visiting affected communities, releasing funds for emergency relief and organising a nationwide clean-up exercise.
He said, on the instructions of the President, additional resources had also been released for ongoing dredging works and the construction of drains in affected communities.
Dr Forson said the latest decision formed part of the government's plan to tackle flooding through long-term measures instead of relying mainly on emergency interventions after disasters.
He said Ghana was not the only country facing growing flood risks, adding that Nigeria, Côte d'Ivoire and Sierra Leone had also experienced flooding.
According to him, the trend points to increasing flood risks along the West African coastline and the effects of climate change.
Dr Forson said the planned intervention would cover Accra and other flood-prone areas across the country. He added that details of the proposed solution would be announced by the Ministry of Housing and Water Resources.
Although the government has announced funding for the 2027 Budget and the medium term, details of the projects, financing arrangements and implementation timetable are yet to be made public.
The 2027 Budget is expected to provide a clearer picture of how the government intends to finance and carry out the flood control projects.
