Five Agencies receive vehicles for project

Twenty new Nissan Pick-Up vehicles valued at $590,682 have been presented to five agencies for the implementation of the second phase of the Land Administration Project (LAP-2).

They are the Lands Commission, the Accra Metropolitan Assembly, the Office of Stool Lands, the Judicial Service, and the Town and Country Planning Department.

Presenting the vehicles, the Minister of Lands and Natural Resources, Alhaji Inusah Fuseini, said the vehicles formed part of the government’s collective effort towards reforming and restructuring Ghana’s Land Administration System to help boost economic activities and ultimately reduce poverty.

In 1999, the Government of Ghana launched the National Land Policy. The policy outlined long term land administration reform processes with the aim of stimulating economic development, reduce poverty and promote social stability.

The Land Administration Project (LAP-1) was initiated in 2003, to implement the policy and this laid the foundation for sustainable decentralised land administration system that was fair, efficient, cost effective, and ensured land tenure security. LAP-1 ended in 2011, while LAP-2 commenced in the same year.

The minister said reforming the lands sector remained a great challenge which required the promotion of tenure security within the constraints of available funds, to enable customary owners, the private sector, government and individuals to maximise the use of land development.

Alhaji Fuseini said it was unfortunate that for a long time now, land administration services had been concentrated in the regional capitals and out of reach to most citizens.

He said the vehicles formed part of the first batch procured by the project, and added that more vehicles and equipment were expected to be procured in the not too distant future to support the various project activities.

Alhaji Fuseini, however, reminded the implementation agencies that even though the vehicles may be important, “there still remains the critical element of the attitude of the human being in ensuring total success in the project implementation.”

He expressed optimism that the agencies would take up the challenge and rededicate themselves to the noble task of removing any bottlenecks in the way of attaining a more effective and efficient land administration system for the country.
