The Minister of Energy and Green Transition, Dr John Abdulai Jinapor, has disclosed that an agreement for the Petroleum Hub project to take off is close to being signed, in line with the government's resolve to develop the project in the Jomoro Municipality of the Western Region.
Speaking at the Ghana International Petroleum Conference on Thursday, July 16, 2026, Dr Jinapor stated that since assuming office, the John Mahama government has been working relentlessly to get the project off the ground and that the efforts have yielded positive results, with an agreement now close to being signed.
"We are working with neighbouring countries so that Ghana will become a hub for fuel and other petroleum products. Since assuming office, we have been working around the clock, with Dr Toni Aubynn leading the team. We are now at the point of signing the agreement so that we can develop this potential, create jobs, and put the country on a sound economic footing. The future is bright," he said.
Reaffirming the government's commitment to the project, Dr Jinapor explained that the government has an ambition of positioning Ghana as a regional leader in the oil and gas industry, and that the Petroleum Hub project represents this bold vision.
Although the Energy Minister did not disclose further details, recent reports indicate that the Petroleum Hub Development Corporation has been engaging extensively with the United Arab Emirates for a potential partnership.
In a recent publication on its social media platforms, the PHDC indicated that it has held fruitful discussions with the UAE Embassy, with both parties committed to the development of the project. The PHDC has also announced the signing of a Memorandum of Understanding with the Qatari-based business conglomerate, Al Kaabi Holding Group, for the development of key infrastructure at the hub.
The Petroleum Hub project, which will be constructed in the Jomoro Municipality, will include three refineries, five petrochemical plants, storage tanks, jetties, and port infrastructure.
