ADVANCING MULTI-HAZARD EARLY WARNING SYSTEM (MHEWS) TO SUPPORT ENHANCED DISASTER RISK REDUCTION (DRR) IN GHANA (“GH-RESPOND”)
1. Background
The Environmental Protection Authority (EPA) is inviting applications from qualified professionals for the underlisted two (2) positions to support the implementation of a project in accordance with the approved project document, work plan, and budget.
The GH-RESPOND project is to enhance community resilience to climate-induced hazards by establishing a robust Impact-Based Multi-Hazard Early Warning System (IB-MHEWS). The project integrates climate information services and anticipatory action mechanisms to ensure the availability of timely, accurate, and actionable early warnings for disaster risk reduction. The project is aligned with Ghana’s Nationally Determined Contributions (NDCs) and other priorities, including the National Climate Change Policy and National Disaster Risk Reduction Policy.
Ghana faces escalating climate risks driven by increasing variability and intensity of weather patterns, including floods, droughts, and extreme heat events. Consequently, vulnerable communities are disproportionately impacted, with significant social and economic consequences affecting livelihoods, public health, and infrastructure. Recognizing the urgent need to address these challenges, the Environmental Protection Authority (EPA), in collaboration with the Government of Ghana and key stakeholders, has initiated the GH-RESPOND Project (Ghana Resilience and Emergency Support Platform).

2. PROJECT MANAGER FOR THE GH-RESPOND PROJECT PREPARATORY FACILITY IMPLEMENTATION.
The primary objective of the Project Manager is to ensure the smooth and effective implementation of the project in accordance with the approved project document, workplan, and budget. The Project Manager will provide overall leadership, coordination, and supervision of the project team, including the Project Officer and other consultants, to ensure that all project activities are carried out in a timely, efficient, and high-quality manner and that project outputs and outcomes are achieved as planned.
Roles and responsibilities:
a) Develop and maintain a detailed project workplan, budget, and timeline, in consultation with the AE, EEs, and other relevant stakeholders.
b) Coordinate and oversee the implementation of all project activities, ensuring that they are carried out in accordance with the approved workplan and budget.
c) Identify and manage project risks and issues and develop and implement appropriate mitigation strategies and corrective actions.
d) Convene and facilitate regular project team meetings, including the Project Officer and other consultants, to review progress, discuss challenges, and plan next steps.
e) Serve as the primary focal point for communication and coordination with the AE, EEs, government counterparts, and other partners, auditors, and stakeholders involved in the project.
f) Prepare and submit high-quality technical and financial reports to the AE in accordance with the agreed reporting schedule and formats.
g) Oversee project completion and closure activities, ensuring the project is completed on time.
Required Skills and Experiences:
a) Bachelor’s degree (or higher) in a relevant field, such as project management, climate change, environmental management, or international development.
b) At least 3 years of professional experience in managing and implementing complex, multi-stakeholder projects, preferably in the context of climate change and green finance.
c) Strong project management skills, including project planning, budgeting, monitoring and evaluation, and risk management.
d) Excellent leadership and team management skills, with the ability to motivate, mentor, and support a diverse team of professionals.
e) Strong analytical and reporting skills, with the ability to synthesise complex information and produce high-quality reports and presentations.
f) Experience working in Ghana, with a good understanding of the local context, stakeholders, and development challenges.
g) Fluency in English (both written and spoken), with strong presentation and report-writing skills. Knowledge of the local language(s) of the country or region is an advantage.
Deliverables/Outputs:
a) Inception Report: A detailed report outlining the project's objectives, scope, approach, workplan, budget, and timeline, to be submitted within one month of project start-up.
b) Project Workplan and Budget: A comprehensive and regularly updated workplan and budget for the project, outlining all activities, milestones, and resource requirements.
c) Progress Reports: Regular (monthly, quarterly, and annual) technical and financial progress reports highlighting project achievements, challenges, and lessons learned and comparing progress against planned targets and milestones.
d) Final Project Report: A comprehensive final report summarising project achievements, outcomes, and impacts, as well as lessons learned and recommendations for sustainability and replication.
e) Project Documentation and Records: Accurate and up-to-date project documentation and records, including contracts, invoices, receipts, correspondence, and other relevant documents, properly filed and archived for easy retrieval and reference.
f) Handover Report: A detailed handover report at the end of the project, outlining all project activities, deliverables, and achievements, as well as any outstanding issues or recommendations for follow-up actions.
3. PROJECT OFFICER FOR THE GH-RESPOND PROJECT PREPARATORY FACILITY IMPLEMENTATION.
Roles and responsibilities:
a) Assist the Project Manager in the day-to-day management and administration of the project, including procurement, financial management, and logistical arrangements.
b) Maintain accurate and up-to-date project records and documentation, including contracts, invoices, receipts, and correspondence.
c) Provide administrative and logistical support to the project team, including arranging meetings, workshops, and travel.
d) Prepare and manage contracts and agreements with consultants, suppliers, and service providers and ensure that they deliver high-quality goods and services in a timely and cost-effective manner.
e) Monitor and manage project expenditures and cash flows to ensure that they are in accordance with the approved budget and work plan.
f) Prepare and submit accurate and timely financial reports and statements to the Project Manager and other relevant stakeholders.
g) Carry out project completion and closure activities, ensuring the project is completed on time.
Required Skills and Experiences:
a) Bachelor's degree or higher in a relevant field, such as project management, finance, accounting, or business administration.
b) At least 1 year of professional experience in project administration, procurement, and financial management, preferably in the context of international development projects.
c) Strong organisational and time management skills, with the ability to manage multiple tasks and meet tight deadlines.
d) Excellent attention to detail and accuracy, with the ability to maintain accurate and up-to-date project records and documentation.
e) Good communication and interpersonal skills, with the ability to work effectively with a diverse team of professionals and stakeholders.
f) Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint) and other relevant software applications.
g) Fluency in English (both written and spoken), with good report-writing and presentation skills. Knowledge of the local Ghanaian language(s) is an advantage.
