Afadjato South District Assembly tops local govt assessment

The Afadjato South District Assembly in the Volta Region emerged as the winner out of the 25 district assemblies in the Volta Region and 50th out of the 216 in the annual performance evaluation of regional coordinating councils and Metropolitan, Municipal and District Assemblies (MMDAs) undertaken by the Local Government Service in the year.

The infant district assembly was inaugurated at Ve-Golokwati on June 28, 2012 among five others on the same day and was able to achieve this feat against ancient and medieval counterparts.

The performance evaluation was aimed at assessing district assemblies in carrying out their mandate and the implementation of policies in addition to whether the assembly was operating in accordance with laid down regulations.

Performance contracts

In 2015, performance contracts based on planned achievement of indicators in key performance areas were signed between regional ministers and their regional coordinating directors, and secondly metropolitan, municipal and district chief executives and their metropolitan, municipal and district coordinating directors.

 The Local Government Service had, therefore, released the 2015 assessment of the Regional Coordinating Councils (RCCs) and MMDAs under a performance scheme in which targets were set on performance reporting, implementation of annual action plan and financial management.

Action plan

Speaking to the Daily Graphic, an elated Afadjato South District Chief Executive, Mrs Angela Alorwu-Tay, said the assembly was able to complete four projects which were mandatory under the scheme.

The projects were two classroom blocks in different communities and two Community-based Health and Planning Services (CHPS) compounds for two communities.

She added that the assembly was able to meet the timeline on performance reporting in connection with the activities of the assembly and was able to hit 90 per cent performance above the threshold of 80 per cent.

The district chief executive said the assembly was able to follow procurement laws and financial management regulations, in addition to human resource management initiatives and that it was able to build the capacity of staff and district assembly members to equip them with the requisite skills to deliver their duties effectively.

Mrs Alorwu-Tay, who is also the parliamentary candidate of the National Democratic Congress (NDC) for the Afadjato-South Constituency, said the assembly also excelled in customer service initiative, because it had created a client service unit to assist clients and community members.

She said it had also developed a service charter to provide its clients with detailed information on the activities of the assembly,, adding that town hall meetings and a public forum had been held to interact with all stakeholders in the district.
