Court fines landlady of tenants dumping rubbish on road during downpour

The Madina District Magistrate court has fined the landlady of two women captured on camera disposing of refuse in runoff water on a road during a downpour, GH₵2,400.

This was after she pleaded guilty on two counts of breaching section 56 of Act 851 of the Public Health Act before the court presided over by Richard Delali Anku.

The 62-year-old, Hawah Mohammed, said the incident happened in her absence as she had been admitted at the hospital.

She also said she has now registered with a waste management company to subsequently collect waste from her premises.

The two tenants are still at large and the court has issued a bench warrant for their arrest.

A formal complaint had been lodged at the Madina Police Station after the incident.

In Ghana’s Criminal Offences Act, it is an offence to throw rubbish on the street.

Section 296 says: “whoever does any of the following acts shall be liable to a fine not exceeding GHc200,000 namely — in any town places, or causes or permits to be placed, any carrion, filth, dirt, refuse, or rubbish, or any offensive or otherwise unwholesome matter, on any street, yard, enclosure, or open space, except at such places as may be set apart by the local authority or the health officer for that purpose…”
