IGP Asante Apeatu reshuffles 38 officers; Cephas Arthur sent to East Legon

The Inspector General of Police, Mr David Asante Apeatu, has reshuffled 38 officers in the Ghana Police Service.

Key among the affected officers are the Director of Public Affairs Department of the Ghana Police Service, Superintendent Cephas Arthur, who has been moved from the police headquarters to serve as Commander of the East Legon District Command.

Deputy Superintendent of Police (DSP), Ms Sheila Abayie Buckman, a deputy to Mr Arthur will replace him as the new Director of Public Affairs.

Assistant Superintent of Police ACP David Oklu, has also been appointed as the Director General, Public Relations.

The remaining 35 officers have been moved to operational areas across the country.

An internal memo, signed by the IGP said the transfers take immediate effect.

Background

There have been a number of reshuffles since the IGP took office this year.

Key among them is the February 2017 transfer Mr Kofi Boakye and Mr George Dampare to the National Headquarters.

Mr Boakye is the new Director of Research and Planning, a position, which was held by Ms Rose Bio Atinga. Ms Atinga is now the Director General, Technical.

The Commandant of the Police Command and Staff College at Winneba, Dr. George Akuffo Dampare, is the new Director General of ICT, a post previously held by the current IGP.
Agblor moved

The Director-General of the CID, COP Prosper Agblor, was on January 27, 2017, moved to head the Special Duties Department as the Director General.

Mr Bright Oduro, who was the Director General, Welfare, was appointed Director General of the CID.

Profile

Mr Arthur once served as the Deputy Director of Public Affairs under Superintendent of Police, Mr Kwesi Ofori.

Supt. Arthur takes over from the indicted DSP Emmanuel Basintale, who was involved in a gold scam in March this year.

In 2011, he was promoted to head the Public Affairs Directorate when SP Kwesi Ofori was reassigned to the Tafo Pankrono Police station in the Ashanti Region.

Mr Arthur, becomes one of the longest serving Public Affairs Directors in the service.

A memo signed by the Inspect General of Police, David Asante Apeatu, and sighted by citifmonline.com, indicated that a total of 38 senior police officers have been reassigned in the latest exercise.

Which Commander left the East Legon District Command?

It would be recalled that the former Commander of the East Legon District Command, DSP Emmanuel Basintale, was interdicted after he was caught in a gold scam.

He was arrested with four civilians over their alleged fraudulent gold deals running into several millions of Ghana cedis.

His arrest followed intensive investigations by the CID from 2016.
