Finance Ministry gives clearance for recruitment of 8,634 health staff

The Ministry of Health (MoH) has been granted financial clearance to recruit 8,634 healthcare personnel to provide health care at varying levels across the country.

A November 11, 2016 letter signed by the Minister of Finance, Mr Seth Terkper, gave the effective date of the appointment of the personnel to be recruited.

“By a copy of this letter, the Controller and Accountant General is requested to effect the payment of their salaries and make appropriate deductions of social security and income tax to SSNIT and the Domestic Tax Division of Ghana Revenue Authority (GRA) effectively,” it said.

Breakdown

The figure comprises 114 nurses and midwives, 5,400 nursing assistants who have been passed by the Nursing and Midwifery Council and 505 allied health professional graduates.

The list also includes 1,538 emergency medical technicians (EMTs) and other professionals for the Ambulance Service, 732 nursing officers trained in the various universities, 74 staff for various agencies under the MoH and 122 health workers for the Shai-Osudoku District.

The rest are financial clearance for the Ghana College of Nurses and Midwives to recruit 17 staff, 51 for the Cape Coast Teaching Hospital and 81 for the Ankaase Methodist Hospital.

The effective date of appointment ranges from November 1, 2016 to March 1, 2017.

Directives

The letter directed that the effective date of appointment of the health personnel should be adhered to.

“The Ministry of Health is to ensure that the engaged staff have their documents processed in time and placed in the mechanised payroll early enough to enable the Controller and Accountant General’s Department to effect payment of their salaries,” it directed.

It asked all Human Resource managers at the various health facilities to process the documents of all staff on time to avoid salary arrears, stressing that “the Ministry of Finance will not be responsible for the payment of any unwarranted salary arrears from any facility”.

It asked that the salaries of the 8,634 personnel to be recruited should be deducted from the MoH’s 2017 quota for recruitment and replacement.
