No decision taken on staff rationalisation — GES

The Ghana Education Service (GES) says no decision has been taken on staff rationalisation and the redeployment of teachers across the country.

Rather, it said, an exercise was being carried out by the service to collate information and data from end users in terms of numbers, skills and vacancies available in the districts, regions and headquarters for analysis.

A statement issued by the GES in Accra  yesterday said: “The exact date and mode for implementation of the national staff rationalisation exercise will be communicated to directors at the appropriate time.”

Teachers unions

The Ghana National Association of Teachers (GNAT) and the National Association of Graduate Teachers (NAGRAT) have raised concerns over the rationalisation of staff and redeployment exercise being carried out by the GES.

GNAT, on World Teachers Day, raised concern about the exercise.

But GES says no decision has been taken on staff rationalisation and redeployment.

However, the statement from GES said the purpose of the exercise was to identify the issues that would enable an effective deployment of staff in the service to ensure that there was even distribution of personnel in order to ensure the attainment of the mission and vision of the GES.

“Consequently, the on-going exercise will help to develop an implementation plan. The plan will make it possible to minimise the disruption of the system by largely reducing the potential inconvenience arising from some of the decisions regarding the exercise,” it said.

Clear guidelines

The statement said the management of GES was conscious of the need for adequate and appropriate sensitisation of staff to appreciate the import of the exercise, adding that in view of that, management would come out with clear guidelines for determining the effective and objective implementation of the exercise to avoid as much as possible any personal prejudices during the implementation of the exercise.

The statement asked metropolitan, municipal and district directors of education, as well as heads of second cycle institutions, to submit to their respective regional directors the proposals for the redeployment and staff rationalisation.

“Regional directors in turn are required to forward these to the headquarters for analysis and final decisions on them. Management, however, wishes to make it clear that this national exercise should not be misconstrued,” the statement said.
